Comprehensive Application of Centralized
and Autonomous Scheduling Planning Algorithms
for Small Earth Observation Satellites |

The aim of the article is to present the results of developing a technology for planning the integrated application
of an Earth observation small satellite constellation. Within the scope of this article, the concept of integrated
application includes: planning the imaging of objects on the Earth's surface (observation targets) and planning
the downlinking and processing of information obtained from the imaging. The imaging planning is based on
the following methods: classical methods for solving multicriteria optimization problems using elements of
random search, and an approach based on multi-agent systems. For downlink planning, a modified multicriteria
optimization algorithm is used, which involves reducing a dynamic model to its static interpretation through
intervals of structural constancy. As a result, a software suite implementing the planning technology was developed,
consisting of three modules: imaging planning using a ground control complex, imaging planning without it,
and planning the downlink of information to ground stations. The use of the developed technology is expected
to provide: improving the quality of planning, reduction in subjective planning errors due to a high degree of
automation, and the capability to conduct comparative analysis of integrated application plans for small satellites
based on a set of indicators.
