Main Trends of the Development and Task
Planning for Small Satellites and Satellite
Constellations of Earth Observation. Part 2 |

The article presents the second part of the review devoted to operational planning application of small Earth
observation satellites (SEOS) and satellite constellations based on SEOS (SCEOS) taking into account the
main trends in the development of SEOS analyzed in the first part. High dynamics of growth in the number
of publications and patented solutions on this topic is noted. The main classifi cation features by which the
problems statements and planning methods differ are considered: the composition of optimization criteria
and restrictions, types of observation objects, the degree of planning centralization, solution algorithms, and
others. The analysis of existing approaches to determine the schedules for observation objects surveying is
carried out from the point of view of their applicability in complex operational planning for SCEOS, including
when solving the most complex planning problems for heterogeneous SCEOS consisting of SEOS with different
types of observation equipment. It is concluded that existing approaches for operational planning problems
solving require further development based on complex analytical and simulation modeling, searching for
ways to apply classical methods of multi-criteria optimization and their joint use with actively developing
multi-agent technologies, metaheuristic algorithms, and machine learning methods.
