Popov The article describes the process of justification of the selection of important characteristics and parameters of functioning of the system information and telemetry ensure launches of space rockets, which are connected with the tasks of information support of preparation for launch, launch and flight of space rockets. The system of information and telemetry support of space rocket launches is a technical information and measurement system, the composition of which is adapted to the time and stages of operation. This technical system is characterized by a feature of the structural and functional characteristics of the system and the conditions for the implementation of space rocket launches. Synthesis of adaptive system of information and telemetry support of launches of rockets of space appointment consists in formation and the analysis of initial data of telemetry parameters of rockets of space appointment, streams of telemetry messages, onboard and ground technical means, disturbing influences on system elements, determination of quantity of information in a stream of telemetry messages, distribution of resources of channels of transfer of telemetry information between ground measuring points, definition of parameters and formation of information flows, evaluation of the results obtained and substantiation of recommendations for the creation of an adaptive system of information and telemetry support for launches of promising space rockets. The functioning of the system of launches of space rockets is connected with providing consumers with reliable information at the output of the system with a restriction on the information performance of the system on the bandwidth of telemetry information transmission channels. The presented composition of characteristics and parameters is the basis for the problem of parametric synthesis of adaptive system of information and telemetry support of launches of promising space rockets. The composition of significant characteristics and parameters is a set of processes that affect the implementation of the tasks of information support for the preparation for launch, launch and flight of space rockets, which can be divided into three categories; the set of elements of the system; a set of information flows in it and a set of functional dependences of the main parameters of the system of information and telemetry support of launches of space rockets. In practice, such a representation of the process of functioning of the information and telemetry support system will allow to assess the functional state of the controlled object and the system as a whole, fully provide consumers with telemetry information.
