ALGORITHM FOR EVALUATING EFFECTIVENESS MANAGEMENT OF THE ORBITAL MONITORING GROUP SPACE ENVIRONMENT
A.E. Privalov, M.A. Aleksandrov, K.E. Zavgorodny

The rapid exploration of near-Earth space has led to the emergence of new problems associated with manmade debris, the so-called “space debris”. With the growing number of space debris objects and the increase in the number of operating spacecraft, the tasks of detecting “space debris”, modeling and predicting the trajectory of their flight and preventing collisions of spacecraft with “space debris” are now becoming more relevant than ever. Purpose of the study: to develop an algorithm for assessing the effectiveness of control of an orbital constellation, which can be used to justify the choice of one or another control algorithm, as well as the parameters of control actions. Methods: to achieve this goal, the method of cosmic triangulation and the method of calculating the parameters of the unperturbed motion of a space object within the framework of the Keplerian theory of motion were used. Results: indicators and criteria for the effectiveness of control of the orbital constellation for monitoring the space situation have been identified, an algorithm has been developed for assessing the effectiveness of control of the orbital constellation of spacecraft for monitoring the space situation, as well as a mathematical model of the control efficiency indicator using the space triangulation method. Practical significance: the algorithm for assessing management effectiveness proposed in the article is intended to justify decisions on choosing a management method, calibrating the parameters of management algorithms and quickly assessing the effectiveness of the management program; The algorithm is based on analytical calculations, which signifi cantly increases its performance compared to simulation models. This feature allows it to be used to analyze management efficiency in real time.
Keywords: orbital constellation for monitoring the space situation, safety zone, space debris, indicators and criteria for management effectiveness.
