Prosvirina The research article is devoted to the study of the process of developing a range of theoretical and methodological provisions and a practical set of recommendations necessary for the effective formation of a multi-level import substitution system at high-tech enterprises in the aviation industry. The theoretical and methodological basis of the research carried out in the article is based on specialized scientifi c works of foreign and domestic specialists and scientists in the fi eld of developing mechanisms for the development of import substitution systems. The theoretical signifi cance of the work lies in the transformation of the currently existing methodologies in the fi eld of organizing the management of high-tech enterprises, subject to the launch in the Russian Federation of State programs aimed at the integrated development of import substitution systems. The results of the study obtained by the authors will make it possible to form a new theoretical and methodological basis for enterprise management, which will allow, taking into account the sanctions imposed against Russia by a number of unfriendly countries, to reform the mechanisms of import substitution and qualitatively increase their level of effi ciency, taking into account the development of the domestic innovation-digital economy. The practical signifi cance of the study lies in the creation of a multi-aspect mechanism of the import substitution system, which allows to fully implement the processes associated with optimization in the fi eld of economic cluster management, due to the systematic alignment of the control system at various managerial levels. The authors propose options for the mechanism for organizing an import substitution system at high-tech enterprises of the United Aircraft Corporation (UAC), which is part of the Rostec State Corporation, which is based on the model of redistribution of investment groups in areas with the greatest production potential. The mechanism proposed by the authors has a number of signifi cant differences from the existing ones, and allows you to more effectively solve problems in the fi eld of optimizing the management process related to the development of the industrial production cluster of the Rostec State Corporation, through the development and adoption of competent and timely decisions in the fi eld of management, taking into account the transforming organizational structure of aircraft manufacturing enterprises.
