The article considers an approach to the distribution of data blocks on board two small spacecraft, taking into account of limited exchange between them, to ensure maximum efficiency of remote sensing data delivery to ground-based information reception and processing points. A greedy algorithm for the mutual packing of two satchels with the possibility of exchanging data blocks based on the classical "First Fit Decreasing" (FFD) packing algorithm has been developed. A number of experiments have been carried out to prove the quality of the proposed algorithm.
