Safronov International and Russian experience shows that the guarantee quality’s stability of complex science-intensive products, the creation of which involved a large number of different organizations, is an effective system of quality and reliability, operating in the rocket and space industry and define methods of and cooperation between all work participants in the design, development, experimental development, manufacture and operation of rocket and space technology products (RST). Currently, about 75 % of all failures are industrial in nature and remain undetected due to insufficient amounts of ground-experimental development, carried out before the start of flight tests. This is one of the main causes of failed launches, in addition to which it is possible to allocate an incomplete fulfillment of industrial enterprises the requirements governing normative documents, lack of technological preparation of production, poor quality of supplied by enterprises subcontractors of materials and components elements, especially electronic components and several others. In the article on the basis of the experience gained during the development carried out by FSUE MOKB "Mars", considered measures to improve the quality and reliability of RST, and ways to implement them. It is shown that one of the main directions of improving the quality and reliability of RST is to improve its ground experimental testing.
