Estimate of atmospheric effects
on television images of the objects registered
from the upper hemisphere

The technical state of industrial infrastructure objects can be automatically monitored through the use of airborne television equipment. Minimal overall sizes and weight pa-rameters of optical and electronic imaging systems and the required spatial resolution over the terrain can be provided. It allows to estimate the images of observed scenes by comparing them with reference ones obtained under controlled weather conditions when atmospheric effects on the optical image formation on the entrance pupil of the optical and electronic imaging system are taken into consideration. The paper presents methods for estimating atmospheric effects on television images of the objects registered when observed from the upper hemisphere. It gives an expression for the effective luminance factor of the surface being under observation. When using scene photos for some specified (normalized) atmospheric conditions, these methods allow either to eliminate atmospheric effects on television images or to obtain brightness images of the scenes for the subsequent contrast calculation under another surveillance conditions.
